Instant Pre-Screening
The City of Cupertino provides access to Cembla's Instant Pre-Screening for qualifying permit types. Instant Pre-Screening results in fewer review cycles and faster turnaround times. If you wish to use Instant Pre-Screening, your application package will be reviewed by AI, and correction comments will be provided immediately to you in this portal. Once you resolve comments and receive a pre-screening score greater than 75%, submit your full application package via email to permitcenter@cupertino.gov.

How Instant Pre-Screening Works
Est. time for initial review comments: ~1 to 2 weeks (compared to 4 - 6 weeks for traditional initial review)
Pre-Screen Your Application Package
(10 - 15 minutes)

Revise Your Application Package
(15 - 120 minutes)
Revise your plans to comply with codes and requirements
Submit Application Package
(5 - 15 days)
City staff will review for completeness and provide initial review comments
